The Wilmington City Council is working together with an expanding community non-profit organization called PhillyCarShare to provide an accessible, environmentally preferable alternative to private car ownership. In a program that started in nearby Philadelphia, the organization works with local government and businesses to purchase an array of vehicles, including hybrids when possible, making them available to community members at limited cost while covering insurance, maintenance, and other car-ownership considerations. The system reduces private ownership, and thus the raw material and energy usage (as well as the pollution that comes from production and operation) of those extra private cars, while at the same time promoting hybrid technology. Corporate membership provides significant support to cover costs, and it reduces company expenses at the same time.
